I personally try to avoid ambiguous language like I described, but my opponent at the table might not, so I'd like to know what the rules are :)

I see the small turn bet not as an inducement but more as an indicator that the player might not understand bet sizing in relation to the pot (especially live where there's no digital indicator of the exact number of chips in the pot).

I agree that it's too localized. As a quick note on your assumptions, I doubt dealers get anywhere close to 2000 hours actually dealing. They tend to have rotations that include breaks, chip-running, etc. They also have to deal with tables breaking.

@Chad If you are referring to the hand history format and things like QdQc, there's a meta question about that now. If you are talking about things like BB or UTG, I'm not sure it's wise to change those. Those are the accepted vernacular at least in the online community.
