I bet the turn for value because I believe I still have enough equity to make it +EV. As for the river, it does change a few things which I noted in my answer. I actually think c/f is best now that his range is more defined than at the turn.

@CheckRaise In 6max NL600 where this was, 27/22 is more the norm. Also I agree, it's not true tight-TAG. That's why I called him a "semi-tight...TAG". It's subjective of course but that's the terminology I use to differentiate the in-betweeners.

@CheckRaise "Why do you think AQx is discounted?" Because of the Pre-Flop action. Also, he's closing the action after OP has raised and everyone involved still calls, so I'd still count all the A3x's due to the IO he's now getting.

Sounds normal to me for a live 1-2 game :) The strategy you mention is definitely one you can derive from what I've said. And it sounds fine to me for that type of game. If it's over 175bb deep and as passive as you say I'd consider a ~5-7xbb open bet as a good start, although thats probably what you're doing already.

Why would you think that 3-betting Pre-Flop is "definitely" better than flatting? Also, as for reads on villain, that's not necessarily true. His quality is part due to his balance of bluffs to value hands. He's good because he's difficult to read. The number of hands is somewhat arbitrary as he may exploit others obviously, but that doesn't necessarily apply to how he reacts to me.
