No collusion in the case you describe, just a standard application of the ICM.

This is not the only reason. If you are chip leader of a tournament at the bubble, you can raise preflop this hand in late position to steal the blinds.

What about a board like AKKKx and you hold an ace? The risk of someone holding a K is much higher than that.
